Probate court wins approval for 5 Star Life contract to serve high‑risk youth

Kristen Cooper, controller for the St. Joseph County Probate Court, and Jordan Morris, assistant chief probation officer, asked the Board of County Commissioners on Sept. 2 to approve a one‑year contract with 5 Star Life for services at the Thomas and Frederick Juvenile Justice Center.
Cooper said the contract amount is $7,209 and would be charged to the 11.12 fund. She described 5 Star Life as providing a weekly class for youth enrolled in the court's day reporting program that focuses on mindset and motivation to reduce reoffending.
Cooper said 5 Star Life provided a report from 2022–2023 showing that among 1,280 students in their dataset, 95 percent could explain what they learned from lessons and about 48 percent reported applying the week's lesson. She and Morris said the court tracks recidivism and that the program targets youth the Indiana Youth Assessment System ranks as moderate to high risk.
After brief questions about outcomes and data collection, the board voted to approve the contract. Commissioner Morton, Commissioner Hazen and Commissioner Maxmeyer voted yes.
