The Fallbrook Union High School District Board of Trustees on Sept. 10 reported decisions from closed session and approved multiple financial and construction items, including the district's unaudited actuals for fiscal year 2024–25 and contract amendments tied to the Fallbrook High School CTE building and agriculture upgrades.
The board reported three closed-session outcomes: in separate votes of 4-0 the board denied case number 0012526, denied case number 0022526 and denied claim number 2056255. Superintendent Ilsa Garza Gonzales read the closed-session report at the open meeting.
In open session trustees adopted Resolution No. 02-2526 finding instructional materials sufficient for the 2025–26 school year, as required by state Education Code procedures. The board then considered the district’s unaudited actuals for fiscal year 2024–25, heard a staff presentation on revenues and expenditures, and approved the report.
Business services staff said total district revenues for 2024–25 were $44,510,940 and total expenditures were $46,658,165, reflecting the district’s use of reserves and one-time transfers. The presenter reported an ending general-fund balance after required reserves of $3,307,595 to carry into 2025–26. The presentation described an unusually large cafeteria (Fund 13) balance accumulated during COVID-era programs, a remaining Measure A bond balance in the building fund (Fund 21) and that developer fees used for an agricultural project exhausted the district’s Fund 25 developer-fee balance.
Trustees approved a contract amendment (Amendment No. 10) with Renew Clark Architects for architectural and engineering design services for the CTE Building at Fallbrook High School and approved Change Order No. 5 for Bid No. 2324-01R1 with Waqueco Inc. for agriculture department upgrades at Fallbrook High School. The board also approved Resolution No. 03-2526 (appropriations limit), revised board policies and administrative regulations (second reading), and the consent agenda.

Staff and trustees emphasized the district’s continued reliance on reserves and one-time federal and local revenues for capital projects and retiree-benefit contributions. Business services noted a $1.5 million transfer to Fund 40 (capital) from impact-aid related revenue during 2024–25 and explained limitations on Fund 13 (cafeteria) spending — many purchases must be portable and non-permanent to comply with fund restrictions.
The meeting adjourned at 7:18 p.m.
