Board hears healthy bond outlook, earmarks funds for campus safety systems

District bond and measure presenters briefed the board on the status of Measure/bond funds and upcoming draws. Financial presenters said the district’s bond position is healthy and that refinancing older bonds (a 2015 issuance was cited) could reduce interest rates, with any savings returning to taxpayers in the form of lower tax bills. One presenter summarized a possible drop in interest rates (a transcript example changed a 4.6% rate to 2.6% on refinancing) and said projected savings would not compromise project funding.
Facilities managers and bond oversight contractors (identified in the meeting as Dixon and Associates and Fieldman Rollup and Associates) outlined available funding sources for modernization: Measure/bond funds, state modernization grants and other grant sources. Presenters said about $25 million remains for the next bond draw and that state funding opportunities could add substantially more; they observed two additional future draws are planned. They emphasized Measure/bond funds must be used for infrastructure projects, not personnel or cosmetic improvements such as landscaping.
Board members asked whether funds could be used immediately to support middle-school improvements following the district’s planned consolidation; presenters said some eligibility restrictions apply. The board also heard plans to allocate roughly $10 million this year to ensure all campuses have operational bell, public-address and clock systems — an item many speakers and staff had described as a top priority for safety and communication.
Direction: the board set follow-up on pool designs and campus modernization items for the Sept. 10 meeting and asked staff to continue applying for state grants and to present financing options when available.
