Council approves conditional liquor-license recommendation for Salute 11 at 14701 W. 11 Mile

The Oak Park City Council voted Sept. 15 to approve a resolution recommending that the Michigan Liquor Control Commission issue a Class C liquor license for Salute 11 LLC, d/b/a Salute 11, for the property at 14701 West 11 Mile, provided the applicant satisfies several city conditions first.
City Manager Eric Tongate told council the packet includes conditions the applicant must meet before the city forwards its resolution to the state. He highlighted one primary requirement: an outstanding water bill on the property that must be paid. “The most important being the outstanding water bill on the applicant's property in question. Conditional to that, I am recommending approval of the request,” Tongate said.
Staff also noted a temporary certificate of occupancy was in place and set to expire Oct. 15; a permanent certificate of occupancy and health-department sign-off must be completed before the city would finalize local licensing documentation. Director Kim Maroney confirmed the health-department inspection remained outstanding but that a recent equipment replacement (a new cooler) should clear the final inspection step once operating temperatures are verified.
The applicant addressed council and described remaining work as paperwork and final equipment checks: “We have a brand new cooler. We'll turn it on later tonight ... everything structural is done, it's just literally paperwork,” the applicant said.
Public comment was opened and closed with no speakers on the liquor-license item. After discussion, the council took a roll-call vote and approved the local resolution forwarding the application to the Michigan Liquor Control Commission; Councilmember Crawford, Councilmember Edgar and Mayor Pro Tem Whitehead voted yes.
Why it matters: The council’s action is a local recommendation to the state liquor authority; the state agency issues the liquor license. The city’s approval is conditioned on remediation of outstanding city obligations and receipt of required inspections and permanent occupancy documentation.
What remains: Staff will confirm payment of the outstanding water balance and receipt of a permanent certificate of occupancy and health-department clearance before completing local business-license paperwork and forwarding final materials to the Michigan Liquor Control Commission.
