The Williamson County Regional Planning Commission on Sept. 11 approved a series of preliminary and final plats, and supported multiple variances on subdivision standards in a meeting that included routine consent items and a lengthy public hearing on a separate Patterson Road concept plan.
Key votes and outcomes - Item 12 — Construction Consultant of Tennessee, LLC: Preliminary product review for a subdivision of 4 lots on about 82.55 acres off Buchanan Lane (second voting district). Staff recommended approval and the commission approved the preliminary product review by voice vote.
- Item 14 — Revised concept plan for “The Grove”: The commission approved a revised concept plan for a large development at the Arno/College Grove Road intersection. Staff said the property totals about 1,230 acres and the revised plan reduces the number of lots from the originally approved 820 to 782; water service by Millcroft Utility District; wastewater via a nontraditional treatment and disposal system. The commission approved staff’s recommendation.
- Item 17 — Hollis Hills, LLE: Preliminary plat review for 4 lots on 39.75 acres off Horton Highway (second voting district). Staff recommended approval; the commission approved the preliminary plat.
- Item 18 — Vista Creek Subdivision: Preliminary plat review for 18 lots on about 137.56 acres off Old Hillsborough Road (ninth voting district). Staff recommended approval; the commission approved the preliminary plat.
- Items 20–22 — Vineyard Valley Subdivision Phases 1–3: Each phase sought a variance to reduce right‑of‑way width from 40 feet to 38 feet to remove sidewalks from the public right‑of‑way; staff supported the variances and the commission approved the variances and plats for Phase 1 (26 lots, 31 acres), Phase 2 (16 lots, 16.6 acres) and Phase 3 (26 lots, 38 acres).
- Item 24 — Arbors at Leiper’s Fork, Section 1 (revised final plat): Final plat review for section 1 containing 10 lots on about 243.8 acres off Hargrove Road (first voting district). Staff recommended approval and the commission voted to approve the revised final plat. The development will be gated; roads are private.
- Item 25 — Kadeba Plateau, LLE: Final plat review for 5 lots on about 28.27 acres off Fairview Boulevard (first voting district). Staff recommended approval and the commission approved the final plat.
Consent agenda and deferrals The commission approved the consent agenda after staff noted that items 11, 16, 19 and 23 had been deferred. The meeting record also shows the commission approved minutes of the Aug. 14, 2025 meeting.
Announcements Staff announced a second community workshop on the Williamson County Greenways Plan set for Tuesday, Sept. 23 from 6:00 p.m. to 7:30 p.m. in the Executive Conference Room at the county building, and noted the October meeting will be held Thursday, Oct. 16 (the third Thursday).
Speakers and applicants at the meeting Staff presenters and applicants who appeared for the items above included Erin (staff announcements), Hunter Dale (Dale & Associates for The Grove), Ryan Long (developer representative for Hollis Hills), Kelsey McGee (T‑Square Engineering for Vista Creek and Arbors at Leiper’s Fork), Amanda Reid and Josh Dickerson (Vineyard Valley / developer representatives), Randy Chaplin (Kadeba Plateau) and others. The public hearing for the Patterson Road concept plan drew multiple nearby residents who spoke at length; that item is covered in a separate, detailed article.
How to follow up Applicants must file preliminary and final plats and provide required engineering documents for each approved item; specific conditions were noted in staff reports and will govern the filing and construction process for each development.
