Commissioners discuss employee benefits, insurance rate increases and time-clock policy enforcement
Summary

County staff told commissioners they expect increased benefit costs beginning Jan. 1 and proposed clarifying personnel policies, including definitions for salaried employees, time-clock use and enforcement procedures.
Commissioner 1 said the broker will return options for insurance plans; staff noted the county currently participates in a state-managed insurance pool and that the county faces rising premiums. Commissioner 1 said the county budget has a cushion but staff would bring options for whether the county should pay higher-tier coverage for employees.
Staff also reported sporadic adoption of the county's electronic time-clock system across departments. The sheriff's department and corrections had mixed adoption, EMS had largely stopped using the system, and most public-works and administrative departments were using it. Commissioners asked HR to draft a clear policy with consequences for noncompliance and to circulate the policy for signatures.
Commissioners asked personnel staff to prepare a benefits summary so employees understand what the county currently provides (retirement contribution, vehicle policies, etc.) and to return with proposed policy language and consequences to present at a future meeting. No changes to benefits or disciplinary policy were adopted at the meeting.
