Staff said a formal contract between the state and participating entities has not been completed and that Community Development Partners has been working with local governments to coordinate applications and program administration.
Commissioners expressed concerns about uncertainty in the contract language, the timetable for contract execution and whether the county would be exposed to long‑term obligations. Staff said the state timeline could require contract execution by late summer or early fall to avoid disrupting existing project schedules and operations; other deadlines discussed included a November timeframe to preserve project continuity.
The commission moved to proceed but conditioned the county’s participation on legal review and approval of contract terms. The motion passed.
