City staff introduced an ordinance on Sept. 2 to establish a designated business parking permit program for a segment of College Street, intended to give qualifying downtown businesses priority on-street spaces during daytime hours. No council vote was taken; the item was held over to the next meeting to allow public comment and further consideration.
Staff described the program as limited to businesses in good standing (current business license, no outstanding tax liabilities, and no unresolved code-enforcement issues) and said the permit would be valid for one year. The purpose is to help downtown businesses that lack private parking and to allow different permit uses — for example, some businesses might reserve spaces for customers while others reserve for employees. Staff proposed the pilot on the College Street corridor with the option to expand if successful.
City staff said the permit would apply to defined daytime hours on weekdays (staff presented 7:30 a.m. to 4:30 p.m., Monday through Friday) and that outside those hours spaces would remain public parking. The council did not suspend rules to expedite the ordinance and instead followed its tradition of allowing the public an opportunity to weigh in at the subsequent meeting.
