Rutherford County juvenile oversight board adopts minutes, asks for fuller intake/release data

The Rutherford County Juvenile Detention Oversight Board approved the minutes of its Aug. 20, 2025 meeting and discussed expanding its regular data report to show intake and release activity as well as how board members can access existing reports on SharePoint.
Board members voted to adopt the minutes after a motion to approve and a second; the vote was recorded verbally as "the ayes have it" and the minutes were adopted. An unnamed board member moved to adopt the minutes and another attendee seconded the motion.
The board spent the bulk of its discussion on the daily population report the facility provided. Lynn Duke, a facility staff member who presented the report, briefed the board on the population for that day: "you can see that we have, 3 youth from Rutherford County and 1 each from Gibson, Henderson, Pittman, Lauderdale, Perry, Stewart, Penn, Sumner," and said she would answer additional questions as she could.
Members pressed for clearer, nonintrusive reporting that reflects turnover at the Juneau Extension Center. Mayor Joe Carter described the staffing situation countywide as improving, saying Rutherford County is now "a place that people want to be employed," and congratulated staff for having no current openings on the oversight board. Board members asked that the facility add counts showing how many youth were new since the previous board meeting and provide simple intake-and-release totals to reflect day-to-day activity.
Duke said the county already provides more detailed monthly reports and a recurring sheet to public safety that lists admissions and releases; she offered to add selected, existing forms to the electronic packet so the board can see month-to-month intake and release activity without producing new reports. The board requested that staff demonstrate how to access those existing files on the board's SharePoint at the next meeting.
The board also accepted an education services report for August. Duke and education staff said a special education teacher from the school system, Eric Davis, has provided services to youth at the facility. Board members discussed arranging a facility tour for new board member Pat Smith and others to observe educational programming and services in person.
No public comments were recorded and the meeting adjourned after the remaining agenda items were accepted.
