Sheriff's Office surplus weapons trade approved; range‑wall change order taken under advisement with Murfreesboro contingency

Deputy Chief W.G. Spence of the Rutherford County Sheriff's Office presented two items: authorization to surplus and trade a set of department weapons for new equipment, and a change order related to a firing‑range retaining wall.

Surplus weapons and trade

Spence asked the committee to approve surplusing a package of weapons and using trade‑in allowances toward replacement purchases. He told the committee the requested surplus included a total of 392 items "miscellaneous to part of the weapons," and detailed counts in the meeting record: "286 Glock 17, 41 Glock 19, one Glock 27, 35 Glock 43, and 28 AR‑style rifles," plus other items to reach the stated total. He said the county had budgeted $150,000 for replacements and that trade allowances would offset the purchase price. The committee moved, seconded and approved the surplus and trade plan by roll call.

Range‑wall change order

Staff also presented two change orders tied to a retaining wall at the county range. The contractor encountered unexpected subsurface conditions (gravel, shot rock and an unanticipated buried sewer pipe) that required deeper footings and additional concrete and drilling. Staff described three change items that totaled $42,212.32; staff said the city would cover roughly half of that cost, leaving the county's share at $21,106.16 if approved. Project staff said a prior geological survey was estimated at about $100,000 and that not doing the full geo survey appeared to reduce costs overall.

Committee action and conditions

Rather than immediately approve payment of the county share, committee members sought additional legal and municipal confirmation. The committee agreed to take the change order under advisement and to route the item through subsequent committees (public safety and budget) and to the full commission. Members requested that staff confirm whether the city of Murfreesboro will reimburse its share; one motion recorded added a contingency that the county's action be contingent on Murfreesboro's approval to pay its portion. Committee members also asked the county attorney to review legal options concerning change‑order liability and contractor due diligence prior to final commission action.
