Planning commission approves rezoning on Flat Rock Road to allow auto sales

The Rutherford County Regional Planning Commission voted Sept. 8 to rezone a 1.1-acre parcel at 1602 Flat Rock Road from Commercial Services to Commercial General, a change the applicant said would allow automobile sales in addition to repair work already permitted.
The rezoning application (REZ25022) was presented by Doug Mosse, planning staff, who said the site has been used for nonresidential purposes since 1997 and that the change would allow vehicle sales while performance standards and landscape buffering requirements would remain in effect.
Matt Taylor of SCC, speaking for applicant Tim Holder, told the commission the property will largely remain in its current condition and that the owner has had inquiries about combining vehicle repair with sales. "Mister Holder is a long term business owner, here in Rutherford County," Taylor said. He said the plan is to continue operating the mechanic shop and add sales on the side.
Vice Chairman Lee Bogle asked about parking; Taylor said a prior site plan suggested space for roughly 10 vehicles along the front edge. A public commenter identified as a resident said he had been contacted by the owner, had spoken with neighbors and "have yet to receive any calls against this at all. Therefore, I would be in favor of him being allowed to do this." Commissioner comments included a request that the applicant remove Bradford pear trees; the applicant was not required by the motion to do so.
Commissioners moved to approve staff comments and the rezoning; the motion passed on a roll call with all members voting in favor. The planning commission’s approval makes the application eligible for consideration by the Board of Commissioners at its Oct. 16, 2025 meeting unless the applicant or commission withdraws or defers it.
The rezoning does not include a binding site plan; staff said any redevelopment would require an engineered site plan and additional review for access, drainage and landscaping.
