Budget committee representatives reviewed several budget recommendations and grant applications at the Sept. 15 Loudon County Commission workshop, describing proposed purchases, grant applications and capital amendments.
The committee recommended purchase of a used maintenance vehicle (a 2013/2014 F‑350 with roughly 150,000 miles) for $27,365 to increase maintenance productivity by reducing the need to send two crews for some jobs. Commissioners asked that a mechanic inspect and test-drive any used vehicle before purchase.
The highway department requested approval to apply for a Tennessee Department of Transportation (TDOT) Transportation Safety Grant of $250,000 with a 10% county match. County staff described the grant as funding a comprehensive pavement-distress survey and inventory of transportation assets—signage, pavement striping, culverts and guardrails—to support future grant applications and maintenance planning.
Budget amendments presented included recognition of a mental-health grant revenue and expenses, a senior-center grant for a minivan, and a $774 food-insecurity grant adjustment; a general capital-projects amendment added about $410,000 in ARPA funding for a health-department renovation and a $100,000 addition from a Center 75 land sale for the recycling center. The committee also recommended $8,641 for replacement battery backups for IT servers and $26,855 for security cameras at the annex.
Commissioners noted that some recommended items come from departmental funds (for example, the highway match would come from highway funds) and that many amendments were routine adjustments recognizing revenues and expenditures already approved elsewhere. Several items were advanced as committee recommendations; final approvals would occur at a formal meeting.
No formal vote was recorded at the workshop; commissioners asked for due diligence (mechanical inspection of the used truck) and for staff to place the grant resolution and amendments on a future agenda for formal action.
