Council reviews draft ordinance to regulate and tax vaping products; first reading scheduled

The council considered a proposed local ordinance to license, tax and enforce rules for vaping products and discussed the need to align any local action with a new state statutory framework.
A presenter said the draft ordinance is intended to give the city local regulatory and taxing authority that would otherwise be preempted by state statute if the city does not act on or before Oct. 1. The presenter described the draft as a first reading that would require refinement (section numbering and code cross-references) before a final vote. “If we want to have some local control over this and some taxation, locally, then, we need to approve this, at our on or before October 1. If not, we will lose our ability according to the statute the state statute to have any, ability to regulate and or tax, these products other than what the state does,” the presenter said.
Council members were told any local revenue from taxing vaping products would be proposed for youth programs and parks and recreation. The draft was presented for council review; no vote on the ordinance was recorded at the meeting and the presenter asked council members to review the language and return with suggested refinements ahead of the next meeting.
