The council approved a professional services agreement, not to exceed $29,330, to secure outside grant-management assistance if needed for a Recreational Trails Program (RTP) application and subsequent grant administration for the Next Preserve Pavilion and restroom project at the Big New Creek Nature Preserve.
Staff said the RTP grant request would be roughly $400,000 and carries a 20% local match. The agreement was described as optional support: the contracted firm would bill only for the hours the city chose to use and the city could instead rely on in-house staff or the Regional Planning Commission for portions of the work. Staff noted previous grant-administration glitches on an earlier LWCF grant and said outside assistance could reduce the risk of reimbursement delays.
Council voted to approve the professional services agreement; staff said the county has an Appalachian Regional Commission capacity-building grant that may provide additional training and templates for procurement and grant administration to reduce future reliance on consultants.
