Staff said Springville’s current comprehensive plan dates to 2008 and that recent growth makes updating the plan important for consistent zoning and development decisions. The 2021 draft, prepared earlier with community polling, was described as a bridge document until a full plan can be completed.
Staff estimated that a full comprehensive plan typically costs about $100,000. They said the Regional Planning Commission has a “Building Communities” grant that could reduce a municipality’s cost to about $30,000 if awarded. The commission may perform some plans in house or farm work out to partner consultants; either approach was presented as acceptable.
Council members signaled support for entering the grant queue and reviewing the 2021 draft at a future meeting, but no formal adoption of the draft plan or grant application was finalized at this meeting.
