Commission reviews multiple finance and procurement resolutions including equipment purchases, grants and leases

Hamilton County commissioners heard a package of finance and procurement items covering equipment purchases, grant applications, contracts and a multi-year lease intended to improve county operations and save money over time.

Key items presented to the commission included: - A one-year unit-price contract award (with options to renew) for guardrail services to Reynolds Fence and Guardrail Inc. and Roadway Solutions LLC (Resolution 925Dash20). County staff described these as standard unit-price contracts for highway department guardrail services. - Purchase and delivery of a 2024 Reclaimer Stabilizer machine from Asphalt Zipper Incorporated for $324,460 for the highway department (Resolution 925Dash21). Staff said the machine will increase highway-department efficiency and replace previous rentals or borrowings. - An asset-management plan grant application to the Tennessee Department of Environment and Conservation for up to $300,000 with a required 20% match (Resolution 925Dash22). Nathan Janeway, director of development services, said the grant would help the county better understand stormwater conveyance systems and reduce costs. - Acceptance of a $62,608 customized enclosed hazmat trailer from SLE Equipment under a 2024 Homeland Security grant with no local match (Resolution 09/2023). Emergency-management staff said the trailer will serve as a portable lab deployable where needed. - A request to waive procurement rules and release two co-titled vehicles with the Hamilton County Special Tactics and Rescue Services (Resolution 925Dash24). - A Brownfield redevelopment-area grant application for $400,000 with no match required (Resolution 925Dash28). Staff indicated no local match is needed. - A proposal to enter a programming contract with HK Architects for up to $80,000 to begin design programming for a new Hamilton County health department facility (Resolution 925Dash33). Staff said the programming phase will define space needs and help develop a full design scope and budget. - A lease agreement proposal with Flex Financial (Stryker Sales LLC) for replacement cardiac monitors and automatic external defibrillators for Emergency Medical Services; county staff said signing the 5-year lease early locks lower pricing and will save the county more than $300,000 over the lease term (Resolution 925Dash32).

Several items were described as no-match grant awards or as using bond or grant funds; commissioners generally expressed support and complimented staff for cost-savings and procurement work.
