County approves construction change directive up to $69,000 for Hamblen County Health Department project

The Finance Committee approved a construction change directive to allow work to continue on the Hamblen County Health Department building while staff and the contractor resolve a dispute over sewer line repairs.
Staff explained the contractor submitted a claim for $69,474 to replace 412 linear feet of sewer under the slab plus 88 linear feet outside the building after exploratory work revealed damaged pipes. Staff and county consultants said they are not convinced that full replacement is necessary and requested additional information from the contractor.
Committee members were told a construction change directive, an AIA contract document, permits the contractor to proceed under a time‑and‑cost methodology while additional investigation continues. Staff asked the committee to approve the directive up to $69,000; anything over that amount would require further approval. County consultants will inspect the work and staff said they expect the final cost may be lower after investigation.
Committee members asked whether the contractor or a third party had performed the exploratory work; staff said the contractor hired a third party and that the county previously contracted for investigation during design which had not shown as much damage. The committee approved the construction change directive by voice vote.
