Hall identified specific entries in the packet: a $140,000 capital outlay note to complete renovations at the county archives; an increase of about $300,000 to the opioid settlement fund with corresponding disbursements; a $1,200,000 note in Fund 116 for site development of the Charlotte Community Center; and a roughly $60,000 grant recorded in Fund 172 for tourism-related charges. Hall characterized these as "in and out" transactions for the listed funds.
Commissioner Spitzer moved to approve the listed budget amendments; Commissioner Simpkins seconded. The commission approved the motion by voice vote with no opposition recorded. Separately, the commission approved a reimbursement capital outlay note (used to centralize capital outlay financing early in the year) after a motion recorded as made by Commissioner Leger and seconded by Commissioner Sponsor; that motion passed by voice vote.
Hall said the reimbursement note is a recurring practice to avoid issuing multiple smaller notes later in the year and applies to budgeted equipment purchases such as highway equipment, landfill equipment and ambulances for general funds. The amendments will appear on the regular session agenda for formal ratification and accounting.
