By voice vote the council first suspended the rules to permit an immediate vote on the ordinance and then adopted the measure that authorizes the mayor "to negotiate and execute lease agreements" and related documents necessary to operate the incubator "to the extent as permitted by applicable law." The ordinance text says each lessee will have a separate lease and pay fees reflecting square-foot charges.
