Council adopts multiple zoning amendments, approves some liquor/beer licenses and allocates neighborhood grants

At its Aug. 19 meeting the Montgomery City Council took a series of procedural and substantive votes on zoning, business-license applications and neighborhood grants.
Ordinance action and zoning: The council reconsidered and readopted Ordinance No. 40-2025 after approving amendments that removed a queue requirement and modified a restrictive wording change; the council approved the amendment and readopted the ordinance by a unanimous voice vote. The council also held a public hearing and then adopted amendments to multiple sections of the city's zoning ordinance (sections 1, 2, 3, 4, 5, 6 and 9) by unanimous vote.
Rezoning public hearings: Two rezoning requests — one for property at 3221 Duff Street (applicant requested an R-99 mobile home allowance) and one for 3521 Hamble Road (requested rezoning to B-2 commercial) — were presented at public hearing but carried over so council members and staff could meet with neighborhood residents and clarify planning-commission actions. The applicant for Duff Street said the request was to place a single mobile home (not a mobile-home subdivision) and the council agreed to carry the item so neighbors and staff could confer.
Business licenses: The council approved an application for retail beer on/off premises for Chipotle Mexican Grill and a retail beer and retail table wine off-premises license for La Costa Market. Applications for a lounge retail liquor license for Payless Tobacco and Beverage (720 Eastern Boulevard) and Smoke Haven (3759 Eastern Boulevard) were carried for two weeks to allow neighborhood meetings and additional zoning verification; the Smoke Haven application requires further review to determine whether it falls within the 250-foot separation from a church.
Other applications: An application for a conference center doing business as Hidden Gym (3758 Norman Bridge Road) was carried so council members could meet the applicant and discuss restrictions such as no alcohol on premises and closing times.
Neighborhood grants and appointments: The council adopted a resolution awarding neighborhood association grants and other community allocations, including $1,000 to the North Pass Neighborhood Association, $1,000 to Greater Madison Park Association, $1,000 to Dalreay (Dalray?) Neighborhood Association, $250 to Echo, $637 to Woods/Winbrook/Bridal Neighborhood Association, $1,500 to Vocal, $6,000 to Youth in Action, and multiple $1,000 and $2,500 awards to neighborhood groups across districts. Councilor Blaylock also added $1,000 to Axe CDC during the vote. The resolution passed unanimously.
Procedural items: The council continued an ordinance requiring council approval for city contracts $50,000 and above and handled appointments, including a substitution vote related to appointing Brooke Ward to the Montgomery Queen City Commission.
Several items were carried over to allow neighborhood associations and staff to meet with applicants; final licensing and rezoning actions will return to the council after those meetings and staff reports.
