City public‑works and environmental staff urged the City Council to continue advocacy for the San Gabriel River to Newport Bay (Surfside to Newport) sand replenishment project and to press state and federal partners for reliable, timely funding.
Jim Ridd, Huntington Beach Environmental Services Manager, told the council the Army Corps of Engineers administers the program, which restores about 17 miles of coastline and typically deposits millions of cubic yards of sand in each construction stage. Staff described how federal flood‑control structures have reduced natural sand supply, and that periodic replenishment prevents storm damage to shoreline infrastructure—including Pacific Coast Highway—and preserves beach recreation and nesting habitat.
Stage 13 was completed in February but the federal process and permitting windows make timing unpredictable. Ridd said the most recent stage cost estimate is roughly $68 million; historically the Army Corps has funded a large share of the work and states and local stakeholders pay the remainder. He told council that locals must maintain sustained advocacy in Washington, D.C., and Sacramento to prevent long gaps between construction stages; Huntington Beach waited nearly 14 years between earlier stages and city officials said that delay produced erosion and closures in winter storms.
Staff outlined typical project logistics: sand is dredged at offshore borrow sites, pumped ashore and spread by dozers; a stage can move one to five million cubic yards depending on funding and environmental windows. Project windows are constrained by biological seasons (e.g., grunion runs) and contractor availability, and the Army Corps prioritizes projects across the region, making the schedule uncertain without sustained lobbying.
What council asked staff to do: continue regional coordination with Seal Beach, Newport Beach, county and state agencies; pursue state and federal funding prioritization; and support Army Corps permitting and contracting timelines. Staff also offered a Ballpark cost breakdown and said they would return with a funding and advocacy plan.
Ending: Council members said they would support elevated federal and state outreach. Staff recommended continued interjurisdictional coordination and a public‑information effort explaining the project’s timeline and benefits.
