Planning Commission approves location, character and extent for Big Spring Park expansion

Chairman Les Tillery said the Huntsville Planning Commission approved location, character and extent for the Big Spring Park expansion at its June 24 meeting after a presentation by the project landscape architect.

The project covers the upper corner of Big Spring Park adjacent to City Hall and the AT&T building. Chad Bostic of Bostic Landscape Architects described a pavilion with garage-style doors intended to be open to the public, a lower terrace with built-in seating, a small naturalistic playground, an ADA-accessible path linking Fountain Street and Church Street, and integrated public art along the circulation route. "The pavilion itself will have garage doors and would be intended to be open during the day for public access and use," Bostic said.

Why it matters: The site sits between City Hall and the lagoon at Big Spring and is visible from the Sixth Floor of City Hall. Commissioners said the pavilion and plaza aim to improve connectivity through the park, provide accessible routes up a steep hillside, and soften views of the adjacent AT&T building.

Bostic said the pavilion design uses red brick, wood timbers and a low-profile green roof, and includes recirculating water features on both sides of the structure. He said the green roof will be planted with low grasses and the pavilion elevation includes translucent panels to admit light. The plan also shows a restroom/electrical support building with two family restroom spaces. "We will eventually have a few more trees in that area, but it connects into Big Spring East," Bostic said.

Commissioner Jenny Robinson, who spoke during the discussion, said the plan gives more detail than earlier presentations and praised the inclusion of a primitive, naturalistic playground and improved ADA access. "I love the fact that we're keeping that primitive playground," Robinson said. Another commissioner noted the design will draw attention toward the pavilion and away from the AT&T building.

The subdivision committee carried a recommendation forward pending review; the full commission voted to grant LC&E approval. The motion passed with the item recorded as "in order" and no public opposition at the hearing.

Next steps: The project will proceed to any remaining technical reviews and permitting required by city staff before construction. Specific funding sources and construction timelines were not specified during the meeting.
