Heather (last name not specified), who described the Community & Neighborhood Services (CNS) office, told the finance committee CNS manages seven federal programs and one nonfederal program and currently administers about $1.6 million in federal grant funding for the year.
She said the department runs programs including CDBG, HOME, HOME-ARP (a HOME American Rescue Plan allocation), HMIS, the Continuum of Care, and a HUD-certified housing counseling agency with three certified counselors. The office also runs in-house activities such as ‘‘Let’s Paint, Let’s Renovate’’ and a summer jobs program. Heather said the office closed two federal programs in the prior year, reducing reimbursement shown in the budget by about $15,000.
On multi-year planning, CNS said the city’s consolidated five-year plan estimates roughly $9.7 million in federal funding over the next five years, subject to federal appropriations.
Separately, staff presented a detailed spreadsheet of opioid settlement funds received and disbursed to date. Staff reported revenues received in recent years (including amounts tied to McKesson and other settlements) and recorded payouts to agencies including Freedom Farm and Phoenix House. The spreadsheet shows a cumulative surplus of more than $1 million at present.
Staff noted a remaining contractual payment to Freedom Farm of $250,000 expected in fiscal 2026 and said the Phoenix House receives recurring annual agency funding. The spreadsheet also includes a projected but unscheduled payout tied to a Walgreens settlement and other multi-district litigation (MDL) funds; staff said timing and payout schedules for MDL settlements are determined by payout agents and currently uncertain.
CNS confirmed the office charges reasonable administrative and project-delivery costs to federal grants and that those reimbursements cover portions of staff time. The committee treated the presentations as informational and did not take formal action.
