Council authorizes engineering services for railroad bridge replacement tied to downtown flood‑mitigation park project

The Huntsville City Council on Aug. 28 authorized the mayor to sign an agreement with CSR Engineering Inc. for on‑site engineering and inspection services related to replacement of a railroad trestle over Pinhook Creek.
City staff said the downtown park project — funded in part by a federal grant — includes a channel‑widening flood mitigation package and related infrastructure work. As part of that program, the city will replace an aging railroad trestle near the Von Braun Center. Staff emphasized that the bridge is not owned by the city and that Federal Railroad Administration (FRA) requirements call for third‑party engineering inspections during reconstruction.
Shane Davis, director of urban economic development, described the project as one of three coordinated contract packages for the larger park and drainage work: initial channel widening to address flooding; the railroad trestle replacement; and subsequent pedestrian bridges and linear‑park improvements.
Council approved the agreement authorizing CSR Engineering’s inspection services to satisfy FRA and related third‑party requirements so the bridge replacement can proceed.
Staff said the trestle replacement is a precast concrete design; once components are manufactured and arrive on site the actual bridge replacement is expected to take several months.
