Frank Brown, speaking for the district’s facilities area, described the easement as a 15-foot corridor inside the district fence along the parkway where the city plans to place a new force main because other right-of-way areas were saturated with utilities. Brown said the proposed alignment lies within the district property that parallels the roadway.
Board attorney Marlene Nash informed the board that her firm had participated in drafting the easement language and also represents the City of Sebring in other matters, disclosing the potential conflict. Nash described the conflict as waivable under ethics rules because both parties sought a joint solution. The board acknowledged the disclosure and proceeded.
Mrs. Howerton moved to approve the easement; Mr. Widdon seconded. The motion carried and the board authorized execution of the utility easement agreement.
The board did not discuss construction timing or compensation in detail during the public meeting; staff said the city’s representatives and district staff would coordinate final installation details.
