Board schedules Oct. 21 hearings on flood‑hazard update and stormwater‑rate rule change

Thurston County staff asked the Board of County Commissioners to set public hearings for Oct. 21 on multiple planning and utility items: an update to the county’s flood hazard mitigation plan required by FEMA and a proposed ordinance to change how storm and surface water utility rates are set.
Ashley Rai, county planning/flood‑hazard staff, told the board the flood hazard mitigation plan update is a standard submission to maintain the county’s FEMA Community Rating System (CRS) standing; she said no on‑the‑ground changes are proposed, that staff pulled the update in‑house this year, and that the public outreach process is brief. Rai noted the plan update tracks every five years and that TRPC had handled prior updates.
Tim Wilson, water resources manager with Public Works, described a proposed ordinance to amend Thurston County Code chapter 15.06 to remove stormwater rates from code and to authorize the board to set or adjust rates by resolution instead. Wilson said the change is administrative and would not alter current stormwater rates by itself; the goal is to streamline periodic rate adjustments and align stormwater rate setting with other utilities. He said the proposed ordinance was posted to the county stormwater web page and published in the newspaper of record on Aug. 21.
Both presenters asked the board to proceed with public hearings on Oct. 21 to collect public comment. No final decisions were made at the work session; staff indicated formal action would follow the hearings.
