Council gives first reading to joint multi-county business park with Lee County

Kershaw County Council on Sept. 9 approved, by first reading and title only, an ordinance to add a joint, multi-county industrial park (MCIP) project with Lee County to the county’s MCIP list.
County staff identified the project as "Project NAM," at the old Kawashima building (Building B). A county administrator explained the ordinance will also amend the process by which non-sponsoring counties add properties to MCIPs, allowing a non-sponsoring county to use a single resolution rather than undertake three readings and notices for the property to be included in the partner county’s MCIP.
Why it matters: MCIPs are statutory mechanisms counties use to offer additional incentives to businesses — such as per-job credits or infrastructure cost reimbursements — and to encourage regional economic development. Staff said Lee County’s single monthly meeting schedule sometimes complicates coordinated timing for MCIP actions; the proposed change is intended to reduce scheduling friction between partner counties.
Council members confirmed scheduling for subsequent readings: the second reading and public hearing was clarified to be Sept. 23, 2025. Council passed first reading unanimously by those present.
