"After looking at all the different proposals, it's the recommendation is to go with Bros. They're a local company," said Speaker 3, staff member. The board said it expected the hired firm to produce general cost estimates for roads, drainage and earthwork rather than detailed construction plans.
The nut of the motion was to proceed with the west concept plan and, if possible within the $20,000 authorization, negotiate scope for work on the east parcel. "You're looking for approval to proceed with the one for the West and then to possibly negotiate as much work as we can get done to stay within the $20,000 budget," a board member asked during the discussion. Meeting comments referenced a combined price estimate of about $8,512.02 for the two areas and said staff would try to reduce that to remain under the approved budget.
Board member Tom made the motion to approve the proposal with the negotiating option; Joel seconded. Members voted in favor with a voice vote. The motion passed without recorded roll-call tallies.
Board members and staff said the expansion is needed because burial space is filling and the board wants cost clarity before asking the city council for construction funding. Staff said the concept plan will give a preliminary cost range so the board can decide how much to request from council or phase the work over multiple years.
The contract approved covers concept-level services only; staff said additional design tasks and construction documents would need separate authorization. The board did not set a construction schedule at the meeting.
The item concluded with the board asking staff to return cost estimates and recommended phasing options once the concept-plan work is complete.
