Council hears overview of $15 million in active grants including State Water Board award

City staff provided an overview of 13 active grants totaling about $15 million that fund water system upgrades, road and pedestrian projects, park and visitor-center work and other initiatives.
The largest award is from the State Water Board for water distribution system improvements, a project staff expects to begin shortly. Transportation grants include a STIP-funded Lake Street planning project and Safe Streets for All work. Staff said three projects are scheduled to complete in fiscal year 2025–26, with the water distribution work likely to be the most substantial.
During the grants discussion, staff described reallocation of remaining visitor-center and City Hall grant funds toward more pressing needs. The visitor-center scope will keep the facility improvements but defer paving of an associated lot in favor of roof repairs; remaining funds are being proposed to support parking improvements and work on the newly acquired Chestnut property. Staff said the senior snow-removal CDBG contract is going out to bid Sept. 17 and noted possible future rounds of CDBG funding.
Why it matters: Grants are a major revenue source for capital improvements and program support; the city is managing a portfolio of multi-year projects with different timelines and reporting requirements. Council asked for finance and audit committee review on particular allocations and for staff to return with budget adjustments where needed.
What comes next: Staff will continue grant administration, pursue necessary reallocations and return to council when changes to scope or budget adjustments are required.
