Commission schedules budget hearing, holds multiple executive sessions on personnel

The Atchison County Commission announced a public budget hearing for Sunday, Sept. 21 at 10:15 a.m. in the Commission Room (basement) and explained that the unusual Sunday date was chosen to meet statutory publication and notice windows for the budget process.
Commission staff said the county's budget hearing notice must be published 10 days before the hearing in the county's legal newspaper (Atchison Daily Globe) to comply with the statutory schedule that leads up to Oct. 1. The chair explained the timing and invited public attendance.
During the same meeting the board recessed into multiple executive sessions to discuss personnel matters concerning nonelected county employees. Each executive-session motion cited KSA 75-4319(b)(1) (matters that would be deemed confidential personnel records) and included start times, expected durations and a listed attendance (commissioners, finance director, HR director, and, on some sessions, the Road & Bridge superintendent or EMS director). Motions to enter, extend and reconvene from executive session were approved by voice vote at the times recorded in the public minutes; the board reported returning to open session and stated there was no further action taken in open session beyond procedural directions.
Because the matters discussed in executive session were personnel-related and statutorily confidential, commissioners did not disclose substantive details in open session.
