Board and superintendent discuss goals, evaluation tools and meeting protocols

Coos Bay School District trustees discussed board goals, meeting protocols and superintendent evaluation procedures at the Sept. 4 work session.

Board goals and communication: Trustees reviewed draft board goals that mirror superintendent priorities: raising academic expectations and student outcomes, improving district communication and culture, and completing a superintendent search/evaluation process. The board refined language to focus on concrete measures: for example, supporting “a robust communication framework that builds trust, fosters transparency and celebrates student and staff successes,” with measurable follow‑ups through district surveys and KPI reporting.

Evaluation tool and governance practice: The board confirmed intent to use the joint COSA/OSBA superintendent evaluation handbook as the framework for superintendent assessment going forward. Trustees also discussed making monthly KPI updates a standing agenda item and agreed to dedicate time in future meetings for periodic goal review and deeper deliberation on board strategy.

Parliamentary procedure and meeting mechanics: Trustees reviewed board‑meeting procedures and a condensed set of working agreements derived from prior documents. The board discussed recording roll‑call votes on substantive items (rather than voice acquiescence) to avoid ambiguity in minutes, and clarified that superintendent resignations and personnel matters should not be placed in consent agendas without prior public explanation.

Next steps: The board directed staff to finalize goal language for adoption at the regular meeting; chair and superintendent will coordinate distribution of a shorter board working agreement and provide the OSBA parliamentary primers to trustees for review.
