Council approves $500,000 in workforce and training support for electrification programs

San Jose Clean Energy staff presented stakeholder interviews indicating the city needs an estimated 424 additional building electrification workers by 2030 and recommended two initial programs: a $400,000 grant pool for training equipment and curriculum development at community colleges and training institutions, and $100,000 in stipends for students in pre‑apprenticeship trades orientation at San Jose City College. Staff also proposed a voluntary “high‑road” contractor badge for San Jose Clean Energy’s Eco Home contractor directory; qualifying contractors would meet standards for wages, safety and training and would be identifiable to consumers.
Public commenters from labor unions and community groups supported the measures and urged the city to expand into direct‑install and neighborhood aggregation electrification models that create more local jobs. The council approved the package unanimously and asked staff to return with program metrics and a one‑year review to evaluate progress and consider scaling.
