The Perris City Council on Sept. 9 approved multiple resolutions to annex the property associated with CUP 18‑05248 (Beyond Food Mart) into city maintenance and benefit districts and into the South Perris Community Facilities District. The council opened public hearings, heard a consultant presentation, accepted public comment from a resident who previously served on the Planning Commission and then closed the hearings.
Daniel Louie, the consultant referenced in the staff presentation packet, summarized the routine annexation materials included in the agenda packet and said he would be available for questions. The clerk opened hearings and later read three ballots related to landscape maintenance and flood control benefit zones; each ballot was read by the clerk as marked “yes.”
A resident who said she served on the Planning Commission urged the council to ensure that the developer complete the approved landscaping and surrounding site cleanup before annexation or before the city assumes responsibility. She said the landscaping and street repairs remain incomplete and that taking over the parcel before those items are finished would shortchange Perris residents.
Councilwoman Nava moved to adopt the resolutions; Councilman Corona seconded. The clerk announced the vote as 5–0 for the resolutions. Staff indicated follow‑up steps to record annexation and to proceed with administrative updates to maintenance district rosters.
