Summary
Council authorized an amendment to the Marina Vista Sewer Replacement and Pavement Rehabilitation contract to add concrete and drainage work after crews found chronic ponding; vote was 5‑0.
The Millbrae City Council on Sept. 9 approved an amendment to the Marina Vista Sewer Replacement and Pavement Rehabilitation Project that increases the construction contract by $702,300 and establishes a project budget of $2,964,883.
City Engineer Ahmad Haya told the council the additional work addresses longstanding ponding and substandard curb, gutter and sidewalk conditions in the Landing Lane and San Anselmo neighborhoods. Crews discovered the surface drainage and concrete deficiencies during construction and proposed a larger scope to improve flow, reduce recurring ponding and limit inflow and infiltration into the sanitary sewer system.
The council approved increasing the construction contract from $1,687,392.50 to $2,389,692.50, raising the consultant task order for construction management by $20,000 and increasing the project contingency by $75,830.50. Staff said funding for the extra work will come from the sewer enterprise fund.
Haya estimated the additional construction activities could begin as early as October, but noted asphalt pavement work depends on weather; patch plants typically close during heavy rains and may require spring work for final paving. The engineer said the extra concrete and drainage work will extend the effective life of the pavement and reduce long‑term maintenance and sewer treatment costs by limiting inflow and infiltration.
Councilmembers asked about ADA ramps and scheduling. Haya said ADA ramps are included in the overall contract scope and that the extra work focuses on drainage and concrete reconstruction where needed. Finance staff said the sewer fund remains healthy and that the finance department was reconciling year‑end invoices; staff will provide detailed budget figures as requested by council.
A motion to approve the contract amendment was made by Councilmember Munoz, seconded by Councilmember Rinaldi, and passed unanimously, 5‑0.
