Council approves minutes, annexations and CDBG CAPER in 5-0 votes

The Perris City Council on Sept. 9 approved a series of routine and project-specific items by unanimous votes. Actions taken included approval of minutes from the Aug. 26 meeting, adoption of multiple annexation resolutions for the Beyond Food Mart site at Nuevo Road and Marietta Road, award of a two‑year tree services contract on the consent calendar, and adoption of the FY 2024–25 Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER).

Minutes: The council approved the minutes of the regular joint meeting held Aug. 26, 2025. The motion was made by Councilman Nava and seconded by Mayor Pro Tem Rapp; the clerk announced the vote as 5–0, motion approved.

Consent calendar / tree services contract (Item 10d): Council considered multiple consent items together and pulled item 10d for brief public comment and council questions. After public comment and a short exchange with staff and a representative of the apparent low bidder, the council approved the consent calendar items including 10d. The motion to approve the listed consent items (10a, 10b, 10c, 10e, 10f, 10g, 10h) was made by Mayor Pro Tem Raab and seconded by Councilwoman Nava and carried 5–0. The separate motion to approve item 10d (tree services contract as presented) was made by Councilwoman Nava, seconded by Mayor Pro Tem Rapp, and carried 5–0.

Annexations for Beyond Food Mart (CUP 18‑05248): The council opened public hearings and approved three related resolutions to annex the Beyond Food Mart property into the city’s maintenance and benefit districts and into the Community Facilities District. The council opened the hearings, received public comment, acknowledged the consultant’s presentation, and called for ballots where required; the clerk reported the ballots as “yes.” Motions to adopt the resolutions were made by Councilwoman Nava and supported by Councilman Corona or Mayor Pro Tem Rapp (depending on the resolution). Votes were recorded as 5–0 for each resolution.

CDBG CAPER (FY 2024–25): The council opened and closed a public hearing and adopted the FY 2024–25 CAPER authorizing submittal to the U.S. Department of Housing and Urban Development. The motion to adopt the resolution was made by Mayor Pro Tem Raab, seconded by Councilman Corona, and carried 5–0. Staff reported a total FY 2024–25 CDBG allocation of $886,118 and expenditures of $870,802.33 for the program year (subject to a final Q4 drawdown adjustment).

Votes recorded as unanimous reflected no roll-call dissent in the meeting record. Where ballots were opened for special tax or benefit elections related to annexation, the clerk read the ballots as marked "yes."
