Resident appeals data-center classification, says administration approved projects as warehouses

During public comment at the Lancaster City Council meeting, resident Frank Arculio said he will appeal a zoning hearing board decision that treats two proposed data centers as warehouse uses, and he asked councilors to support his appeal.
Arculio said the administration approved two data-center projects by classifying them as wholesale trade and storage (warehouses), a designation he said grants developers broad rights under the existing zoning classification. “I will be having an appeal before the zoning hearing board disputing the classification of the data center as proposed,” Arculio said, and he asked councilors to testify as witnesses and to sign on to the appeal to show that “data centers and warehouses are two different things.”
Arculio told the council this follows action by the council at a prior meeting requesting an ordinance amendment to create a specific classification for data centers rather than treating them as warehouses. He said the appeal hearing is scheduled in less than two weeks.
Council members did not take public action at the meeting on the pending appeal; Arculio said he would email councilors to request testimony and signatures.
