Board ratifies FTEA contract, approves personnel items and finance measures; accepts RFP for high-impact tutoring

Mrs. Spieler, chair of the personnel and policy committee, moved an omnibus motion that included ratifying the FTEA agreement and sidebar, second readings of policies and regulations, abolition of policy 1648.15, resignations, new hires, salary adjustments, leaves of absence, the SSDS report for reporting period 2, mentor assignments, additional compensation items, an affiliation agreement with Bay Path University, and lists of certified and noncertified substitutes. The motion was seconded and the board approved it by roll call. Recorded votes included Miss Brand, Dr. Casey, Miss Crosby, Mr. Gargiulo, Mrs. Spieler, Mr. Williams, Mrs. O'Sullivan and Mr. Amoroso voting yes; the motion carried.
Jeff Williams asked about a potential voting conflict related to a memo from Michael Gross; he was told the guidance allows voting if a spouse is not a member of the union. After discussion, the board proceeded to vote on the omnibus personnel package.
In finance, board member Jeff Williams moved approval of bills and claims totaling $3,419,910.88 and a series of contracts and agreements. The finance motion included acceptance of an RFP to provide high-impact tutoring for 2025–26, a contract with Nielsen Ford for 2025–26 lease purchase, and contracts with Phoenix Advisors LLC for a 2025 referendum and refunding of 2016 bonds, among other items. The board asked questions about vehicle replacement and lease-purchase rationale; staff said the vehicles being purchased were replacements for aging equipment used for plowing and sanding. The motions on finance items were seconded and approved by voice vote.
Curriculum committee members reported that Title I funds decreased for interventionists while Title II increased for professional development and Title III funds are being used for a consortium under $10,000. The district will use state-allocated high-impact tutoring funds (not a grant) for ESL, reading and math; the board asked for and approved an RFP to retain a tutoring provider. The district said it will implement the tutoring model during the school day, mirroring the prior year, and will set goals in October.
Other finance items approved included transfers, donations, out-of-district transportation contracts, lease-purchase approvals, legal depository designation, and a contract with Willens, Goldman & Spitzer, P.A. for legal services related to the 2025 referendum and debt issuance.
