Greer council approves rezoning and UDO amendment in unanimous votes; holds Snow Street lease extension

The Greer City Council voted unanimously on Sept. 9 to approve two second-reading ordinances and to hold over a lease-extension item at the request of the agency involved.
Ordinance 21-2025 (rezoning): The council approved the second and final reading of Ordinance 21-2025, which changes the zoning classification of property owned by Blake Ventura at 105 Crestview Circle from "bridal residential" to "suburban neighborhood," as presented at second reading. During the meeting staff reported no additional information and no council members asked questions before the roll call. The vote was recorded as a unanimous yes by the members present.
Ordinance 22-2025 (Unified Development Ordinance amendments): The council approved the second and final reading of Ordinance 22-2025 to amend the City of Greer Unified Development Ordinance (UDO). Staff said one proposed amendment related to planning commission timing was removed from consideration after consultation with Councilmember Arrowood and staff and will be handled as part of an update to board policies and procedures. Staff also provided definitions for manufactured, mobile and modular homes drawn from Article 8 of the UDO and said that where classification questions arise staff would consult the chief building official. No additional discussion was recorded and the ordinance passed on second reading with unanimous votes.
Ordinance 20-2025 (lease extension — Snow Street Apartments LP): The first reading of Ordinance 20-2025, authorizing extension of a lease of certain properties between the city and Snow Street Apartments LP, was held over at the request of GCRA. City representative Cahill asked the council to hold the item while GCRA works through outstanding issues; the council voted to hold the matter over. The motion to hold the item over passed unanimously.
Minutes and routine items: The council also moved to receive the minutes of the Aug. 26, 2025 meeting; that motion passed by roll call.
