Hammond council: quick votes on civil service terms, Aldi permit and airport reimbursements; CIP approved

The Hammond City Council on Sept. 29 approved a set of routine resolutions including corrections to civil service board term dates, a package-alcohol permit for a new Aldi store, a small state reimbursement for the Hammond North Shore Regional Airport and the airport’s five-year capital improvement plan for fiscal years 2026–2030.
The council approved two administrative corrections to terms on the Hammond Municipal Fire and Police Civil Service Board: a corrected term for Charles Deliberto to expire June 29, 2028 (resolution 1) and a corrected term for Stanley Campbell to expire July 29, 2028 (resolution 2). Councilmembers said the corrections were necessary to align paperwork submitted to the secretary and the department.
The council approved a permit for Aldi store #157 at 2302 West Thomas Street to sell packaged high- and low-point alcohol. A representative, Kya Young, identified herself as the district manager and said the store is preparing to open on 09/25/2025; she said the store expects to employ 10–15 people locally. Council members said Aldi met permit requirements and approved the application with recorded ayes.
On airport matters, the council authorized the mayor to execute an agreement with the Louisiana Department of Transportation and Development (DOTD) for $10,306.58 in general aviation reimbursement for eligible fiscal-year-2025 expenses (resolution 8). City staff characterized the state program as a reimbursement mechanism that typically provides less than 50% of requested expenses and noted the funds supplement airport maintenance budgets.
The council also approved the Hammond North Shore Regional Airport’s five-year capital improvement plan for fiscal years 2026–2030 (resolution 9). City staff said the plan is required by the Federal Aviation Administration and that most projects are funded by FAA and DOTD grants, with limited local items previously approved through state capital outlay and local matching funds.
