Hammond council approves Holy Ghost Parish Fair permits with curtailed alcohol hours

The Hammond City Council on Sept. 29 approved permits allowing the Holy Ghost Parish Fair to take place Oct. 24–26, 2025, and authorized an open-container waiver and alcohol sales within the fair boundary after the council amended the permitted hours for alcohol service.
Chastity Landry, chair of the Holy Ghost Parish Fair Committee, told the council the event is a long-standing community tradition and offered to answer questions about logistics and hours. Council members moved to approve the fair and subsequently amended the alcohol-service hours so sales would end at 9 p.m. on Friday and Saturday rather than the later hours originally noted on the application.
The amendment prompted two recorded abstentions. Councilman Andrews and Councilman De Vateria recorded “abstain” when the council voted on the motion to approve the change; Councilwoman Gonzales and Councilman Leon recorded “aye.” The motion to approve the fair with the amended alcohol hours and the related waiver passed.
Council discussion and staff remarks indicated the council had previously considered closing hours for other events and sought consistent treatment across City events. A council member noted conversations with other local parishes and events about earlier closing hours, and the council directed staff to reflect the 9 p.m. cutoff in the event permit and the open-container waiver paperwork.
The council also discussed procedural clarifications about whether the change required resubmission; one council member suggested resubmitting the application at the next meeting for final confirmation, but the council approved the amended permits during the Sept. 29 meeting.
The approved dates and amended times are: Oct. 24, 2025 (alcohol sales ending at 9 p.m.); Oct. 25, 2025 (alcohol sales ending at 9 p.m.); and Oct. 26, 2025 (9 a.m.–6 p.m.). The council specified the event boundary as Magnolia Street from West Colorado to the railroad track and Northwest Railroad Avenue to West Colorado (as described in the submitted application).
