Atoka approves SSR and cross-connection agreements, pauses website vendor decision pending proposals

Atoka’s Board of Mayor and Aldermen dealt with several administrative contracts and procurements on Sept. 9, voting to modify or postpone multiple items after staff and council discussion.
Exhibit F (SSR memo/contract): Council initially discussed tabling the SSR contract for further review but ultimately approved the contract with the mileage compensation removed. Board members said SSR had accepted the town’s proposed revisions on key points; the board then approved the modified motion. The motion to postpone had been made by Alderman Giannini; the final motion to approve the contract without the mileage component was made from the dais and carried by voice vote.
Exhibit G (cross-connection program agreement): Town staff explained the community is out of compliance on cross-connection/backflow control per the state surveys (the town’s previous surveys in 2019, 2021 and 2023 were cited). Staff said the town has budgeted to bring the program back into compliance and that the town will initially pay for testing to meet the state’s annual testing requirement; officials noted that board action may later change whether property owners or the town bear that recurring testing cost. The board approved Exhibit G with the expectation that town legal staff would review and sign off on final contract language.
Exhibit H (website vendor agreement): The board postponed the website vendor agreement until the next meeting and asked staff to return two or three vendor options and written proposals. Council members asked staff to include local vendors and widely used municipal vendors (staff mentioned CivicPlus and Granicus during discussion) and to show specific features and costs over a 12-month period.
Motions and seconders were recorded in the meeting minutes: the SSR item was ultimately approved after an amended motion; the cross-connection agreement was approved with conditions on legal review (motion modified by Alderman Harper, second by Alderman Giannini); the website vendor agreement was postponed on motion by Alderman Poole and second by Alderman Schaffer. Staff were directed to return revised agreements or additional vendor proposals at the next meeting.
