Atoka adopts $15,000 budget amendment to buy mechanical CPR device for fire department

At its Sept. 9 meeting, the Atoka Board of Mayor and Aldermen gave final approval to a budget ordinance amendment that adds $15,000 to the current fiscal-year fire budget to purchase a LifeArm mechanical CPR device.
Town staff said the $15,000 adjustment restores a line-item the department had requested during the budget process but that did not carry into the published ordinance; the amendment reallocates funds within the fiscal-year budget rather than changing the town’s overall bottom-line spending. The ordinance was read by title as part of the meeting record.
Chief (Fire Department) described the device to the board as a mechanical CPR system that delivers consistent-depth compressions and continuous compressions during transport, increasing a cardiac-arrest patient’s chance of survival. “A LifeArm is a manual CPR device, which gives perfect depth impressions, perfect rate, which increases survivability of a [cardiac] arrest, upwards of 70%,” the chief said during discussion.
The board approved the ordinance on final reading by roll-call: Alderman Giannini — yes; Alderman Harbour — yes; Alderman Adichie — yes; Alderman Schaffer — yes; Alderman Poole — yes; Alderman Leitzy — yes. The motion to approve final passage was made by Alderman Giannini and seconded by Alderman Dietschy; the recorder recorded the roll-call votes.
Staff noted the town already operates multiple mechanical/manual CPR devices: one purchased last year through an Assistance to Firefighters Grant (AFG) and older units retained on brush trucks. Officials said acquiring the additional LifeArm will allow consistent deployment across apparatus; staff also discussed placement of devices on Engine 11 and Engine 13.
The board directed staff to complete the purchase under the amended fire budget line and to return any required procurement documentation to the board.
