Staff planner Troy Beheunen presented the application and told commissioners the proposal includes pool facilities, restrooms and associated accessory structures near the northeast corner of Cloverdale and Kuna Road. Beheunen said staff had reviewed the proposal for compliance with city code and the comprehensive plan and recommended approval subject to conditions listed in the staff report; he noted that a reference to a final plat signature in condition 10 should be removed.
Chris Grant of M3 Companies, the applicant’s representative, described the amenity as complementary to the development’s existing architecture and materials palette, noting features such as standing-seam roofing, metal panels, pergolas, barbecue areas with a fire pit, playground and generous landscape areas. Grant said the civil team is adding the two required ADA parking spaces called for in condition language and expected to provide final design details within days.
Commissioners asked questions about the pool-deck surfacing and heat dissipation; the applicant said the exposed-aggregate concrete proposed is an anti-slip finish and that landscaping would provide shade. Staff confirmed drainage and civil details will be reviewed at civil plan review. Commissioners praised the architecture and landscaping and moved to approve the design review with the staff conditions and the exclusion of the final-plat signature language from condition 10. The motion passed unanimously, recorded as 5-0.
Next steps: the applicant will supply the two additional ADA parking spaces and finalize civil plans (including drainage and lighting) for city review; staff will complete the written findings and finalize the permit record.
