Pleasant View City Council on Sept. 9 approved a six‑month extension to a settlement agreement that requires MHP Number 1 LLC (Silver King Properties, Inc.) to secure a second ingress and egress for Wasatch View Estates Mobile Home Park.
City staff said the extension is being sought because appraisals and state/county grant requirements tied to the land acquisition have taken longer than expected. Andrea, a city staff member, summarized the background: “In 2024 the Northview Fire District fire marshal determined that that particular property would need two separate accesses,” and the settlement signed Sept. 12, 2024, required the developer to obtain necessary property and then install the exit within a specified time frame.
The council discussed why the timetable slipped. Staff said federal/state/county grant rules affecting the parcel’s funding required additional steps with appraisals and agency approvals, which delayed the acquisition. Council members asked whether the two appraisals and the WCAG/WACOG funding process tied the two related property acquisitions together; staff replied the parcels use similar grant processes and approved appraisers, so administrative coordination made the matters interdependent.
Council members also expressed concern about preserving the city’s leverage under the settlement and about the extension effectively letting the developer wait for grant and appraisal steps. Council members said they expected staff to press for timely completion and to return to the council if progress stalled.
Motion and outcome: Council member Mary moved to approve the requested six‑month extension; the motion was seconded and approved by voice vote. The council did not provide a roll‑call tally in the public record; the meeting minutes record the motion as carried.
Next steps: Staff said appraisals are underway and the city’s acquisition agent will continue working with the developer on closing. If the extension period ends without the required property being obtained, the settlement’s compliance provisions will again be before the council.
