Board hears third‑quarter budget supplemental requests including facilities repairs, security and social services support

Pitkin County staff presented a package of third‑quarter budget supplemental requests on Sept. 9, asking the BOCC to approve adjustments to address unanticipated capital repairs, grant awards and short‑term operating needs.

Key requests discussed included: permanent repairs to courthouse heating and chiller lines (temporary systems were installed for summer cooling; staff estimate several hundred thousand dollars to replace failed utility lines that serve courthouse HVAC), sewer main lining and emergency repairs for the Health & Human Services building to avoid longer shutdowns of the facility, library boiler repairs to ensure heating for winter, and an upgrade of county access control hardware across multiple county buildings. Staff also presented requests for expanded security guard coverage for HHS and the library during nights and weekends, and multiple grant acceptance and funding items for public health and community services (TB treatment contract supplementation, community health services gap funding, Harvest for Hunger pantry support and a community emergency assistance fund for households needing short‑term help with rent, utilities or car repairs). The sheriff’s office also required a small grant appropriation for a DOLA law enforcement grant to purchase a drug analyzer.

Several items required updated estimates after the presentation — notably sewer repairs at HHS — and staff said resolutions would be updated for the BOCC’s formal consideration. Commissioners asked for greater detail on the long‑term plan for security and for an accounting of how open‑space and housing funds might be used for projects tied to property covenants. The board directed staff to bring back clarifications on property covenant constraints, confirm grant contract language for the various health grants and to return revised supplemental amounts where contractors provided updated quotes. The BOCC did not take appropriation votes at the session and expected to consider formal supplemental resolutions at a subsequent public meeting.
