Clinton Council orders temporary no-parking on North 13th, adopts Pershing parking restriction and directs study of RV/permit policy

The Clinton City Council voted Sept. 9 to install no-parking signs on the west side of North 13th Street from the intersection of Bridge Across Drive to the driveway at 704 North 13th Street and to establish a no-parking zone on the west side of the 1200 block of Pershing Boulevard.
The council amended the North 13th resolution to make the restriction temporary through Nov. 15 to give staff time to draft a longer-term ordinance change addressing recreational vehicles (RVs), campers and similar large vehicles. Council members said the temporary restriction gives immediate relief to neighbors while the city studies a citywide solution.
Council member Musman introduced the North 13th resolution and asked traffic staff to prepare supporting materials; the council approved the amendment and the resolution by roll call. Council member Davis introduced the Pershing Boulevard resolution, which also passed by roll call.
Why it matters: Neighbors described safety and access problems caused when large vehicles park on narrow blocks, especially near intersections and driveways. Several residents testified they have been unable to park or safely exit driveways where RVs, trailers or multiple vehicles occupy curb space for extended periods. Council members said the city’s existing ordinance allows RVs to park on streets during daytime months and that enforcement can be difficult without a permit or clearer rules.
Council members and staff discussed two paths forward: (1) revise the city ordinance to prohibit long-term street storage of oversized vehicles and require driveways or private storage; or (2) create a short-term permitting system allowing temporary parking for loading/unloading or brief stays. Staff indicated a permit-based approach would increase administrative work but would provide enforcement clarity through visible permits or stickers.
Residents urged quick action. Judy Callahan (1300 Ridgecrest Drive) and Lucy Harrison (705 North 13th Street) told the council a neighbor’s trailer has prevented on-street parking near their homes for months. Council members cited multiple trouble spots around town and asked staff to convene a working group with police and other departments to draft a uniform policy.
The council directed staff to return with a proposed ordinance or permit program and noted a prior city ordinance already exempts motor homes from certain restrictions between March 16 and Nov. 14 and prohibits overnight street parking between 10 p.m. and 6 a.m. Council members said that existing seasonal language contributes to the current enforcement gap.
The council approved the temporary North 13th no-parking amendment by unanimous roll call and then approved the amended resolution. The Pershing Boulevard no-parking resolution passed by unanimous roll call at first reading.
What’s next: Staff will prepare a citywide proposal for council review, including options for short-term permits, enforcement mechanisms and associated administrative costs. The temporary North 13th signs will remain in place pending that follow-up work.
