Dauphin County planning staff told commissioners Sept. 8 they will pursue grant funding to update the county comprehensive plan, a decennial requirement. Staff estimated the update cost at about $150,000, with a likely state grant contribution of roughly $75,000 and a county or other match to cover the remainder.
Staff said the update will begin with front‑loaded public engagement in the first six months starting in January, and commissioners may be asked to participate in outreach events and provide feedback on surveys and draft materials.
Separately, staff described a Water Resource Enhancement Program (REP) effort covering 11 municipalities in the Soltierra watershed area. The REP proposal seeks funding (including a gaming grant application) to perform a best‑management‑practice (BMP) inventory across the municipalities. Municipal officials have said they lack a consolidated inventory and welcomed a county‑sponsored study; staff issued an RFP to complete the inventory and said they might request additional county funding if grant applications are unsuccessful.
Staff framed the joint, county‑led inventory as a cost‑saving measure for small municipalities: performing one consolidated countywide inventory reduces duplication and lowers per‑municipality cost compared with each locality hiring its own consultant.
Commissioners asked staff to continue pursuing grants and to report back with application outcomes and any match requirements.
