Commission approves planning items, sends letters of support; two recusals noted

The Dauphin County Planning Commission on Sept. 8 approved routine minutes and a set of planning items, accepted 10 subdivision and land‑development plans, recommended support for a Derry Township zoning amendment and voted to send several letters of support or concurrence to municipalities and grant programs. Two commissioners recorded recusals on the Halifax Township support letter.
The commission voted unanimously to accept the minutes from the previous meeting and to transfer subdivision/sewer module funds as the treasurer reported. The body then voted to accept 10 plans with staff comments after a brief roll call and asked staff to continue technical review where needed.
Commissioners considered zoning and intergovernmental review items individually. The commission voted to support Derry Township’s proposed zoning amendment to restrict hotels and motels from a residential overlay district. The commission also approved a string of intergovernmental responses: a letter of support for a six‑unit affordable homeownership project in Halifax Township, comments of concurrence for a Gratsborough multimodal Market Street connector project and a High Meadow pump station upgrade, support for Harrisburg’s Herr Street bike and protected‑lane design, a letter supporting relocation/stabilization of the South Harrisburg Greenbelt, support for Tri‑County comprehensive‑plan funding efforts, and a Lincoln Township two‑lot subdivision acknowledgement. During the Halifax Township vote two commissioners announced recusals.
Motions were made and seconded on the record; for several items the chair called for a voice vote and members answered "aye." Where a project will require further municipal approvals the commission’s action was limited to issuing a letter of support or concurrence rather than final endorsement of design details.
Several items flagged for additional staff follow‑up include: confirmation of road and utility access for a Millersburg nursing‑home lot revision, outstanding technical reviews for the larger townhouse and apartment proposals included among the 10 plans, and coordination on the Herr Street project with transit facility planning.
The commission closed the business portion of the meeting and moved on to staff reports and project updates.
