Venice —1 The City of Venice City Council unanimously approved Ordinance 2025-32 on first reading, adopting the official budget for the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026. The ordinance gives the city manager authority to make certain departmental transfers within approved fund budgets and requires council approval for disbursements that would exceed fund budgets.
The public hearing on the budget drew no public speakers and the council moved quickly to a vote. Councilmember Howard moved to approve Ordinance 2025-32 on first reading; Vice Mayor Boldt seconded. The electronic vote passed unanimously.
City staff noted on the record that the ordinance language and figures shown at this first reading would be adjusted at second reading to correspond to the millage rate the council had just approved under Ordinance 2025-31.
The ordinance formalizes budget authority for operating and capital spending in the coming fiscal year and delegates limited transfer authority to the city manager for intra-fund departmental transfers. The council did not make additional changes at first reading.
Next steps: staff will update the ordinance and the detailed budget figures for final reading to reflect the approved 3.845-mill rate.
