Planning commission approves preliminary subdivision for Silver Creek Commerce Lot 4A to enable roundabout right-of-way

The Snyderville Basin Planning Commission on Sept. 9 approved a preliminary subdivision that will split Lot 4A at 6341 Silver Creek Drive into two parcels to create buildable lots and enable dedication of right-of-way for a planned roundabout at the Promontory Ranch Road–Silver Creek Drive intersection.
Planner Tanya Robinson presented the application and the staff recommendation. John Angel, representing Summit County Public Works and the applicant for the subdivision, said the primary purpose of the subdivision is to secure right-of-way for the roundabout. Robinson told commissioners that the county’s updated subdivision ordinance (Ordinance 982) requires the public preliminary-subdivision hearing and that the final plat will be decided administratively by the county manager after conditions are met.
Robinson and applicant materials showed Lot 4A is approximately 3.96 acres and that the subdivided lots would leave adequate buildable area under the community commercial zoning; staff noted any future development would still have to meet Chapter 4 development criteria at the time of application. Engineering staff provided guidance on driveway locations and required setbacks; applicant John Angel said the roundabout will be built by Silver Creek Village per an existing development agreement and that the county intends to acquire or trade property (Lot 4C) to secure needed right-of-way.
There was no public comment. Commissioner Nagy moved to approve the preliminary subdivision subject to the staff report’s findings and conditions; Commissioner Peteroy seconded. The planning commission approved the motion; attendees voiced the motion carried with aye votes and no nay votes recorded in the meeting transcript.
The approval is preliminary; final plat conditions from service providers identified in the staff report must be satisfied before the county manager signs the final plat.
